For this case we have the following system of equations:
 x = -5 + y
 28x + 11y = 16
 Solving for y we have:
 28 (-5 + y) + 11y = 16
 -140 + 28y + 11y = 16
 39y = 16 + 140
 y = 156/39
 y = 4
 Solving for x we have:
 x = -5 + 4
 x = -1
 Answer:

The solution is:
 (x, y) = (- 1, 4)
