point slope form is given by the following formula

y-y1=m(x-x1) where m is slope and (x1,y1) is point

putting in the given information

y-(-5)=0(x-2)
simplifying we find

y+5=0 and y=-5

remember that a line with 0 slope is a horizontal line with means no matter what x is y is a constant value. since our point tells us y is -5 with a 0 slope y must be -5 at every value of x. we write this as y=-5
