In all actuality, this statement is false.  If you see white, plushy clouds or likewise.. then yes, you may expect fair weather.. but heavy rain clouds or thunder clouds.. don't bring fair weather. they bring quite the contrary,

False, not every cloud you see can bring fair weather. If you see dark giant gloomy gray clouds, expect a storm.
