2x-3y=6
3y = 2x - 6
y = 2/3 x - 2 so slope = 2/3

parallel lines slope is the same and equal 2/3

passes through the point (9,-3)
y = mx + b
b= y - mx
b= -3 - (2/3)(9)
b= -3 -6
b= -9

y = 2/3 x - 9
or
3y = 2x - 27
2x - 3y = 27 ...standard form
