Since each x value maps to one and ONLY ONE y value, this means that this given relation is indeed a function. 
The domain is defined as, "
 The domain is the set of all possible x-values which will make the function "work", and will output real y-values." so I'm guessing the domain would be 1, 3, and 2 since they are independent integers that are positive. The range would be y<4, since the range is the spread of the possible y values. I hope this helps you out.
