The principal reason for issuing the proclamation of neutrality 1793 was to safeguard the newly won independence.
The proclamation of neutrality was issued on  April 22, 1793 that proclaimed the country unbiased in the contention amongst France and Great Britain and it also threatened that there will be legal proceedings against any American who is providing any assistance to any country at war.
