Is the phantom tollbooth a book for children? Why or why not?

I believe it is a book for children, although adults may enjoy it as well. The book is ultimately about finding the love for learning. The protagonist is a boy who is bored with everything, but once he is transported to a magical kingdom full of knowledge, idioms, and fun, he realizes that learning new things and acquiring knowledge can be quite interesting and helpful.
