What statement best describes Thomas Jefferson's attitude toward government

Assuming that this is referring to the same list of options that was posted before with this question, the correct response would be that he  believed that a government wasn't needed to run the United States, having to do with the idea that the majority of power within the government should exist in the individual states, since Jefferson was fearful of too much centralized power. Im not 100% sure but i hope i am.
