If they have a different slope they are intersecting lines.  If they have the same slope and the same y-intercept they are coinciding lines...

y=4x, m=4, b=0

3x+2y=10

2y=-3x+10

y=-1.5x+5, m=-1.5, b=5

Since this has a different slope they are intersecting lines...
