I think, it was originally used for as a replacement for "number" or "N.O" so #1 means number 1.

The hashtag was originally called a pound key. The pound key was usually found on phones or home phones. It was used for operators. But now the internet uses the hashtag to tag certain people in a photo. I hope this helped you!
