Since it is perpendicular you have to use the opposite reciprocal slope.
This slope is 2/3 so the opposite reciprocal is -3/2.
y = mx + b
1 = (-3/2) 4 + b
1 = -6 + b
1 + 6 = b
7 = b
y = (-3/2)x + 7
