The one who must decide which laws citizens must follow is the Federal Government, as this is the body created by the Constitution of the United States to govern the national territory, establishing the laws through Congress, administering and ensuring their compliance through of the Executive Power headed by the President, and punishing its non-compliance through the Judicial Power.
