k = -6.

We need to  make the left side of the second equation a multiple of the left side of the first one.

We can do this by making k = -6  ( because -15/10 = -6/4).

The second equation becomes

-15x - 6y = 14

Now multiply this by -2/3. We get

10x + 4y =  -28/3

but the first equation is 10x + 4y = -3 .

So there are no solutions.

So the answer is k = -6.
