Municipal Government takes care of the things you see every day such as local roads, parks, street lighting, sewage, etc. They also usually take care of policing and fire fighting services. In many states, they may oversee the school system as well, with some oversight by the state government.
In short, a municipal government provides locally based services to citizens who pay taxes for those services.
