Explanation:

Since we want the least number of integers, divide by the largest integer (9).

2018 ÷ 9 = 224 remainder 2

So, N = 2999...999 (there are 224 of the 9's)

Thus, N + 1 = 2999...999 + 1 (there are 224 of the 9's)

                  = 3000...000     (there are 224 of the 0's)

The sum of the digits is: 3 + 0 + ... + 0  (there are 224 of the 0's)

                                      = 3
