The Vicepresident of the U.S. is Constitutionally the "leader" of the U.S. Senate. In absence of the Vice President a President Pro Tempore is elected to replace him; custom makes that this Pro Tempore Presidency falls on the head of the most senior member of the party that holds a majority of seats.
