The answer is b) Speed.

Light refracting is the just the change of direction of the light. And the change of direction in the light is caused by the change in speed.

An example of this would be when light travels into the water. When light hits the water it slows down, causing a change in speed and ultimately changing the direction, causing a light refraction to occur.
