The answer should be 3/2. if x/y = 2/3 then it should be assumed x is equal to 2 and y is equal to 3, therefore if you flip it then you simply flip 2/3 into 3/2 and arrive at the answer.

pretty simple question, you see that y = 3 and x = 2 all you need to do is flip them and its 3/2 hope this helps!
