Though Oklahoma and Indian territories (the Twin Territories) had different liquor policies, the sale of alcohol was still permitted by Oklahoma Territory (O.T.) laws. Oklahoma Enabling Act permitted Oklahoma to establish a "dispensary" or liquor agency to handle the sale of alcohol for "medicinal" purposes. So when nationwide prohibition provided in the 18th amendment was repealed in 1933, nothing changed in Oklahoma. Oklahoma wasn't the only “dry” state, though.
